His life took a turn after a family tragedy, which saw him work to spread the message of suicide prevention. The amendment in the bill to section 32 of the Mental Health (Forensic Provisions) Act 1990 is being progressed to support a two-year pilot of the Cognitive Impairment Diversion Program. This new pilot program is scheduled to commence in the second half of 2017. The pilot will enable the Government to gather evidence on the use of diversionary measures in the Local Court where a defendant has cognitive and mental health impairments. The Government is committed to making evidence-based policy reform. The pilot will assist the Government in considering the recommendations of the Law reform Commission in Report 135. Many LGBTI people who attempt suicide have not disclosed their sexual orientation, gender identity or intersex status to others or to only very few people. Under the New South Wales Government’s $8 million Suicide Prevention Fund, the AIDS Council of New South Wales (ACON) was awarded $500,000 over four years to deliver a first-of-its kind suicide prevention initiative for LGBTI individuals.

The public was shocked when they saw the footage of Miriam Merten who died on 3 June 2014 in Lismore Base Hospital from a brain injury after she fell over more than 25 times inside the mental health unit. She had been locked in a secluded room and left unattended for more than five hours. The Council of Australian Governments’ [COAG’s] expert reference group on mental health reform and the National Mental Health Commission recommended that mental health units must reduce their reliance on the use of seclusion and restraints.

In last year’s accounts the seclusion rate in New South Wales was 8.7 episodes of seclusion per 100 acute day beds, which was down from 10.2 episodes in 2010-11. So we are on a downward trajectory in general. Certainly seclusion and restrain are obviously the last step.

Research data shows the deteriorating mental health of our youth and young people – one in four youth in New South Wales are living with some type of mental health disorder; one in 10 children under five are experiencing emotional or behavioural disturbances; and the rate of suicide has reached a 10-year high, accounting for nearly 34 per cent of deaths in 15 to 24 year olds nationwide. Suicide is the leading cause of death in those aged 5 to 17 years. Children from disadvantaged families experience mental health rates three times higher than those from well-off families. Other factors such as coming from low socioeconomic backgrounds, including Aboriginal and Torres Strait Islanders, and households in which English is a second language create inequality and increase a child or young person’s vulnerability to a mental health disorder. This issue is not going away. For example, the treatment of mental health issues in males aged 12 to 25 years is estimated to cost the Australian economy $3.27 billion annually. It is also impacting our crime rates…

The same applies to the mental health of our youth and young people. It is better for government to spend less now to prevent a problem rather than to deal with massive costs later on.  … We are not implying that SRE in schools is the complete answer to the mental health of our young people or that it will single-handedly reduce suicide rates…

The overall suicide rate is approximately 12.6 per cent per 1,000 people, which is the highest rate in more than a decade and equates to eight deaths from suicide per day. There are approximately 3,000 suicide deaths per year and suicide happens in males at a rate that is three times greater than the rate for females. For every death by suicide it is estimated that there are about 30 additional attempted suicides, and there are approximately 65,300 attempted suicides each year. These statistics are terrifying. We must collectively do more to raise awareness and also raise funds to help reduce the suicide rate.

The theme of this year’s Mental Health Month is “Share the Journey”. It highlights for all of us the importance of social networks and support during times of stress.
